[photran-dev] Packaging question

photran appears to be made of 3 features:
org.eclipse.photran_feature
org.eclipse.photran.vpg_feature
org.eclipse.photran.xlf_feature

Does it make sense to package these independently at all? What are thedependencies? Would you ever want photran_feature without vpg or xlf?
