You are totally correct. I think in all the Europa hussle this
got lost.
The purpose of Bug 187879 was
to do exactly this but we seemed to have missed it.
Backing out the changes to the download page does not seem ideal at
this point.
Team,
I’ll take the blame on this one, I was the one who opened the bug
and then committed the files on Friday.
Can we get some votes posted to the bug?

I *really* do hate to bring this up, really, but there is something I
don't understand. Maybe I just missed something and anything below this
line is completely non-sense. If that is the case, please correct me.
In my opining the changes done to the download page classify as
high-impact changes. The Phoenix
content publishing guidelines request a
at least one +1 from a Phoenix
committer.
I carefully reviewed the bug report [1] and the last meeting minutes
[2]
but could not find any +1. Did we screw up with our own process?
