Well then, let's rename the Phoenix project to the Website project and have the bugzillas be "Website/Content". My argument is more that (a) "Phoenix" has no semantic meaning to our users and (b) having two bugzilla places for the website is confusing.

Right now, Phoenix is the only project that has Bugzilla components in places that don't follow the normal project structure.
