At any rate, I don't know under which umbrella the website falls under - Research, Education or Incubators.

The Phoenix project is currently in the Incubation phase, so it would fall under "Incubators".  However, now I'm just being a word nit picker.  The real issue is that having multiple bug buckets for the same thing (the website) is confusing. I think it's the same confusion as "is Phoenix the project about the website technology or is Phoenix the project about the website?" discussion that we had a while back. I think that our external viewers just see the website as a single entity and don't care about the technology behind the scenes. Thus I vote we should have a single Community/Website bugzilla and close down the Phoenix one.
