Technology != Incubator. 
Technology is a top-level project just like TPTP and DTP and DSDP and Tools.  Incubation is a phase of development that Eclipse projects go through while they build their technology and community.  Phoenix does not qualify for graduation from incubation yet because it has a mono-company set of committers.
