After removing the purple bar under the left nav menu, Wayne, Mike and I 
agreed that we could use the resulting whitespace to host a Did you 
Know? box.  I've put up a sample box on http://phoenix.eclipse.org/

I've also opened https://bugs.eclipse.org/bugs/show_bug.cgi?id=117903 to 
gather feedback:

- is it a good idea?
- what should it look like?
- who can author quips?

Please comment in the bug.
