    - create a bug report
    - follow status on their opened bugs
    - find design docs for projects they're interested in
    - download source code
 
Committers (in addition to Contributor requirements)
    - blindingly fast r+w access to development tools (CVS, Bugzilla)
    - access to committer guidelines and other legal info
    - ability to easily interact with community via blogs, wikis
    - self management of development tools (CVS, Bugzilla)
    - development process information
 
Plug-in Developers (in addition to Contributor information)
    - plug-in information and documentation
    - project-specific information on extensibility
