I'd keep using the current bug tracking system (to keep track of
existing bugs and for historical reasons) and I'd disable the "Issues"
features of GitHub repositories (see for example what Xdebug does: at
https://github.com/xdebug/xdebug we can't report bugs, we have to use
https://bugs.xdebug.org/
