I would like to nominate Ian Bull for committer rights on the new
PDE/Incubator component.

Ian is doing exploratory work for PDE in the area of graph visualizations
and how they can be applied to show plug-in dependencies, transitive
characteristic matchings, etc.

I am soliciting votes from other PDE/UI committers on granting Ian commit
rights to the incubator on dev.eclipse.org, which is the logical place for
that work to go on.
