Objet : [pde-dev] Nominating Vikas Chandra as PDE Co-Lead

I am nominating Vikas as co-lead for the PDE project. 

In the past year, Vikas has taken on many of the project leadership responsibilities.  Representing the project at the architecture call, handling cross-project issues, managing bug triage and project planning.  He has committed fixes to all the major areas of PDE and is aware of how the different components impact each other.  Vikas should be added as a co-lead to formally recognize his responsibilities.
