For now I have added it as an unscheduled
item.  The idea is attractive, but the workflow users follow must
be very polished.  We also do not yet understand what changes may
need to be made to launching to support 'target platform per project'.
 I don't believe that work will snowball into major launching changes,
but any change to the launch UI or delegate could cause problems for your
patch.

How would you describe the status of
your work?  Are you planning on sticking with modifying the plug-ins
tab or are you looking at other options? If we have something substantial,
we can try it out for a milestone and try to get some community feedback.

the product-launch work I'm willing to contribute?
