[pde-dev] Improvements to product file format

Since 3.8 is now officially open, I would like to know whether the product file format could be improved to allow for mixed content of features and bundles, and while we are at hit I would even add the possibility to just list IUs: https://bugs.eclipse.org/bugs/show_bug.cgi?id=325614.
There is a related bug in p2 (https://bugs.eclipse.org/bugs/show_bug.cgi?id=325622) that we came very close to commit in 3.7 :)
