Jeff pinged me about this, and I think it makes sense for the feature to 
eventually and up being owned by PDE (since that is where the client side 
launchers live). We agreed on the name "org.eclipse.pde.junit4.runtime" as 
reasonalbe feature ID. For Helios, it's probably simplest to proceed with 
it's current home while using the PDE namespace. Ownership could be 
transferred during the next release.
