I don't think it should be on by default. It is not bad performance wise (there is a hit if the external libraries project has to be created), but it typically adds a LOT more entries to the search. Looking up something generic like SWTUtils becomes far more difficult. Certainly some users find it helpful, but I don't think it is beneficial enough to put on by default.

Just my 2 cents.
