There's a new bundle that is part of PDE UI due to this enhancement:

278845: Separate launcher code from UI

https://bugs.eclipse.org/bugs/show_bug.cgi?id=278845

This will allow people to use PDE's launching facilities in a headless fashion.

I've updated the psf's accordingly. Let me know if you have any questions.
