[pde-dev] PDE Visualization

I think it is time to consider graduating the PDE Dependency Visualization tool [1].  There are a few open issues (mostly enhancements), which I will be addressing, but the tool seems stable.  The problem with graduating the component is its dependency on Zest and Draw2D [2].  Both of these components are part of the GEF project, however, I'm not sure if a platform project should have a dependency on the tools project.  

With p2 / repositories / release trains, we could graduate the project and make it available in a repository.  If a user wants it, then they get Draw2D / Zest.   The only question is how do we build PDE Viz (i.e. get its dependencies), and publish the bits.
