[pde-dev] PDE/Build's plans for 3.5

I have started putting together a plan
for PDE/Build in 3.5.  See it here: http://wiki.eclipse.org/PDE/Build/Galileo

There are a few items marked with [UI]
that will have impact on PDE/UI.  Although I will do the majority
of the real work for those items, there may be actual UI twiddly bits.
 Similarly I'm sure UI has plans that impact build.  So this
is an attempt to get us on the same page.
