[pde-dev] How do I enable/install the PDE?

I've gone to Preferences ... > Capabilities and Plug-in Development is
enabled under Development, but when when I go to create a new Plug-in
Project, that option is not there.  Can someone please tell me what I have
to enable or install to get this working?
