[pde-build-dev] Feature version suffix generation

Hi,
I'm looking at the way PDE generates feature version suffixes. I have a 
question concerning the use of 'contextQualifierLength' in the 
BuildTimeFeature. This length is used in the version suffix calculation 
but it is only present for features that participate in the actual 
build. If I'm not mistaking, that means that the generated version 
suffix will differ depending on if a feature that I reference is in my 
workspace or if it is prebuilt and found in my target platform. When I 
do the latter, there is no way to know the original 
'contextQualifierLenght'.
