Here is another candidate bug report for fixing for the RC4 build from
PDE/Build.

https://bugs.eclipse.org/bugs/show_bug.cgi?id=68125 - PDE build fails
- exporting a set of plug-ins and/or features from your workspace will fail
if the plug-ins/features have not been built. (e.g. auto-build is off)
- low risk fix
