[paho-dev] MQTT V5 support in Paho C client

Hi all,

the MQTT 5.0 support in the C client is quite complete, and ready to try 
out for anyone who would like to.  There are several test suites 
(test15, test45) for MQTT 5.0, which show how to use it. You can get it 
from the master branch of the repo.  WebSocket support is also included.

I have a few issues left before completing the release, and some more 
tests I would like to add.  There's also API documentation to complete 
and check, and samples.
