[paho-dev] Committer Election for Pierre Goudet on Eclipse Paho has star

A committer election for Pierre Goudet on project Eclipse Paho (iot.paho) was
started by James Sutton with this criteria:

Pierre has been the primary developer on the newly contributed Paho Ruby
Client since it's creation in 2016 and has continued to support it since
whilst also driving it's contribution to the Eclipse foundation. Now that the
contribution process for the Ruby client is now complete, I would like to
nominate Pierre to become a committer on this project so that he may continue
to support it in the future!
