If you already have an account at https://bugs.eclipse.org/bugs/ then feel free to raise the bug there as it will likely be seen sooner, and that is where I would raise it myself (It's good to check to see if a similar issue has already been opened too). 
 
However if you don't have account, it might be easier to raise the issue here as new users on bugs.eclipse.org need to personally contact the webmaster for an account which might take a while..

Thanks for letting us know, it looks like the repository has gone down again, though someone has already raised a bug here: https://bugs.eclipse.org/bugs/show_bug.cgi?id=508658 so it should be back up sometime today once the webmasters see the bug.

Is the repo.eclipse.org down ? The build isn't happening and there is timeout when I pinged.
 
Anybody else facing the issue ?
