[paho-dev] Golang v5 client development

I have started work on a Go implementation
of an MQTT v5 client, this is happening in a separate branch of the Go
client repo (https://github.com/eclipse/paho.mqtt.golang/tree/v5)
I'm starting with the packets first and that's not done yet so there is
no real client to speak of. Happy to receive PRs, comments or any other
ideas for how the client API should look, ways features should be implemented
etc.
