Scott,

1) There is an update site at http://download.eclipse.org/paho. Note that the package names have changed since 0.4.0 (which was not an official Eclipse release) to conform to Eclipse naming conventions. The update site is mentioned on this page: https://projects.eclipse.org/projects/technology.paho/downloads, I should add it to the main client web page too.

2) The planned version of Paho is 1.2 (see https://projects.eclipse.org/projects/technology.paho), simultaneously with Mars. The new content is likely to be mainly updates to the embedded C/C++ clients. Only bug fixes are likely for the Java client.
