Some people (like Al) prefer the reviewing capabilities of gerrit. So I was going to give the component owner a choice, at least to start with.

Yes, absolutely.

Yup, but I would suggest that maybe you keep having Bugzilla components
too for these projects, to make it easier for people used to Bugzilla..?
