Full ownership of the contribution remains with the author (e.g. 2lemetry). They are making the contribution available under the project's license(s), which in this case are the both the EPL and BSD(EDL). The Eclipse Foundation gets no special rights to the contribution at all. The Eclipse community uses a model of symmetrical in-bound and out-bound licensing, rather than a hub-and-spoke model where the foundation acquires special rights or ownership and then chooses an out-bound license (e.g. FSF, ASF).

Since they retain full ownership, they could choose to make that same contribution available elsewhere under a different license if they chose to do so.
