[paho-dev] Closing Github issues - how does Eclipse git mirroring work

There's an open issue on the Java client project on Github - basically just a request for the code to be made available.

I've commented to point out it is available now, but I don't have permission to close the issue. How is that supposed to work with the repositories mirrored from Eclipse.org?
