I'm fairly certain this was caused by the
state of our repos while we were getting them ready to start building Oxygen
and Neon.1 builds after the Neon release has completed.  I think it
should be working now.  I'm currently getting a build done to address
https://bugs.eclipse.org/bugs/show_bug.cgi?id=497094so I will know shortly if it completes successfully.  But it is already
passed the point where yours failed.

For some reason I don't appear to have
admin rights on the p2 gerrit builds configuration to retrigger your build.
 You could wait until I publish my fix and then rebase to trigger
another build shortly.

I submitted a patch for review on gerrit and it fails
now, Now sure why because I did not change 
any dependencies.
