Do the tests have Eclipse-BundleShape: dir in their MANIFEST.MF ?

Although that should effect the tests on linux as well.  The other thing you can try is to expand the Automated test zip and run that one p2 test from ./runtests (as long as the window manager stuff doesn't kill your window manager :-) and see what shape it leaves the test-eclipse it extracted to install the tests.
