[p2-dev] proxy environment support

There is now a patch for 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=295030 that requires

a) some testing in proxy environments that I don't have access to...but 
the community might...so please test if you have access to the described 
proxy environment
b) a minor ECF filetransfer api breakage...and I would appreciate some 
input from Pascal or others about how to handle this for Helios.
