[p2-dev] API in p2.repository.tools?

I notice that we have API in the org.eclipse.equinox.p2.repository.tools bundle.
The packages are:
	org.eclipse.equinox.p2.repository.tools.analyzer
	org.eclipse.equinox.p2.repository.tools.comparator
Is this expected, do we really want to make that API?
