Those IUs are available in the equinox repo: http://download.eclipse.org/equinox/drops/R-3.5.1-200909170800/download.php?dropFile=equinox-SDK-3.5.1.zip

Also, they are automatically generated during a product build if the org.eclipse.equinox.executable feature is around (that feature is in the deltapack, which itself is not a repo).
