this is intentional from the UI point of view.
We look through every single IU in the provisioning plan, and if it has a license, we must show it.

So then the question becomes...how are we mapping a feature's license to the metadata generated by the publisher?

Some additional info.

The feature in question is generated using the FeatureAction in the new
publisher.
