Chances are you've already accepted this license. Previously accepted licenses are remembered in a licenses.xml.

You should see the license page if you delete the file <workspace>\ .metadata\.plugins\org.eclipse.equinox.p2.ui.sdk\licenses.xml

(Better if this file were stored in the profile and not the workspace, but that is https://bugs.eclipse.org/bugs/show_bug.cgi?id=233027)...
