[p2-dev] publisher tests released

Thanks to Ben and Chris we now have the start of a reasonable test suite 
for the new publisher code.  Most of the key actions have tests.  Even 
those that have tests need more.  For people interested in getting 
familiar with the publisher, a great way to learn AND contribute is to 
write some tests. Dig in and start adding more tests.  Let me know if 
you need any help.
