[osee-dev] Apache Commons Lang Version 2.4

The replacement of the uses of the deprecated class
org.eclipse.osee.framework.jdk.core.util.StringFormat appear to require
org.apache.commons.lang version 2.3 or higher.  However, OSEE was last
built using org.apache.commons.lang version 2.1.  I have submitted a CQ
through IPZilla https://dev.eclipse.org/ipzilla/show_bug.cgi?id=3489 so
we can upgrade to 2.4 (the newest version in Orbit).  Once this is
approved, I will update the map file accordingly.  In the meantime, you
can try importing the 2.4 version into your workspace as a work-around.
