[osee-dev] Preparations for migrating more functionality to the server

In order to provide proper client / server bundle separation in
preparation for migrating more functionality to the server some classes
have been moved between the various client and server plugins.  The
plugin org.eclipse.osee.framework.db.connection has been retired.  Also
a new plugin has been created

lipse.osee.framework.database.init.  These changes are intended to
prepare the codebase for a series of improvements where the client side
will become thinner and OSEE will be better able to meet demanding
enterprise use cases by performing more operations on the server side.
