[orion-dev] you'll need to reload plugins to populate "Create New Content" in navigator

I've made some changes to the "create new content" extension point in order to get ready for the project page UI. [1]. The main thing you'll notice in the UI is that the SFTP import and Upload zip no longer appear in "create new content." The main changes are in the service API itself. If you are currently implementing "orion.navigate.content" you'll want to switch to "orion.core.content".
