I have promoted the latest build to 0.4
RC3. It is now running on http://orionhub.org
(public beta server) and http://orion.eclipse.org
(internal development server). You can also download your own copy of the
server here:

Note that eclipse.org's download servers
are a bit swamped today due to the Foundation's Indigo SR2 release. You
might have better luck over the weekend or later next week.
