[orion-dev] Orion 0.3 Plan

With input from Simon and Boris, I have
started sketching out a plan for our next Orion release here:

We are aiming for a four month release
cycle to allow us to remain current with the frequent release of browsers
and _javascript_ libraries we depend on. This also enables us to have three
releases a year, aligned roughly with EclipseCon Europe, EclipseCon North
America, and the annual simultaneous Eclipse release in June. Once the
Orion project has been fully provisioned this plan will migrate into the
standard Eclipse plan format.
