[orion-dev] Licensing Orion client under EDL

We are changing the Orion client to be
dual-licensed under EDL and EPL for M7 [1]. License and copyright changes
on our existing code will be happening over the next day or two. For any
new _javascript_ files created from now on, please use the copyright template
found on our coding conventions page [2]. This change does NOT include
any server side code (Java code), which should continue using the usual
EPL license and standard copyright header [3]. If you have any questions/comments
feel free to chime in here or on the bug.
