My guess is it is because other Actions in the Eclipse org are using all the runners - we are going to get our own org soon so this isn't a problem - https://github.com/eclipse/orbit/issues/6

For example, Eclipse Sumo has dozens of actions waiting to run https://github.com/eclipse/sumo/actions
