Sure,

If you're logged in and at 
https://projects.eclipse.org/projects/tools.orbit , you should see a
"Create Contribution Questionnaire" link to the right, under the
"Committer Tools" panel. It will be a "Third-Party Code Request".
Locate the CQs you've listed above by name and  complete the remaining
steps.

>From there you can go through the process listed at 
https://wiki.eclipse.org/Orbit/Adding_Bundles_To_Orbit_In_5_Minutes in
order to create the recipe contribution. You can always look at
existing bundle recipes that are similar to yours to get an idea of
what things should look like.

I'll also update the wiki page with respect to the CQ process as that
seems to be a bit out of date with instructions.
