Although no one should be using 1.59 other than jgit, and 1.60 other
than jgit and ecd.che, I'd prefer to keep them for 2019-06 and have
them removed early on in 2019-09. I think we should be fine to add 1.61
but I'd rather not remove so late in the cycle and risk something
unexpected breaking.
