I'm already failing on step (1) - there is no such link for me.

I'm logged in (see top of screenshot). Please note that I'm not an orbit committer.

I tried to find the information in the wiki but had no success, since some of the links are dead and others are not present as documented. Especially step (4) as described in [1] is puzzling as there is not a single occurrence of the term orbit occuring on that page.

Question is: How do I file an ATO CQ (the project CQ 19736 [1] is approved)?
