This is Bug 501859. It causes some bundles from our target platform to be duplicated into the final repository. Its been harmless up until now but ill have a fix in place for the repo and future builds.

It's likely that the version of org.eclipse.osgi.services from the Orbit repo is newer than the one from Oxygen, hence the error.
