[orbit-dev] Promoting latest M-build to R-build for Mars.2

I assume we are done with Orbit's repository for Mars.2. And will therefore promote the latest M-build to an R-build so those building Mars.2 RC2 can be "complete" with respect to Orbit.

There are not many differences between current M-build and the R-build used for Mars.1, but both are significant.

We have added ant 1.9.6 to the update release (because they fixed a bad problem with their untar task. .

And there was a security fix made in "commons collections".  (We actually produced an R-build with this change already, but that was a "off-schedule" for those using the fix in patches ... but not everyone "on the train" has updated yet).

I will wait a few hours in case anyone had some last minute fix they still needed to make -- you will at least have a small window asking me to "wait".
