Your credentials are simply your commiter id and password.
The CVS repository itself is at
:extssh:<yourCommitterId>@dev.eclipse.org:/cvsroot/tools

I'll emphasize one of the first steps is to open a CQ to "add to Orbit" your already approved bundle, that "piggy backs" the CQ you opened for your project.  
There's a special "CQ Menu" path for that, on the Foundation Portal see
[add] an approved third-party library to Orbit

I would put it in CVS. I know someone was thinking/working on a prototype of how to do it from Git, but I don't believe is ready yet.

I now have the committer rights on tools.orbit project. We need to add Olingo (
http://olingo.apache.org/doc/odata2/download.html ) libraries to orbit.
As per available documentation, there are two ways to add, via CVS or GIT. Please let me know which is the suggested repository and how do I get the credentials.
