Sorry for the short delay. Now that the nomination has been made, it takes about a week to 10 days for the process to run its course. (So, hope this wasn't critical for your M4? ... though, we have already published our M4 Orbit repo).

In the mean time, I want to be sure you understand the overall process, since there are things you can do "in parallel", if not already done.

First principle, anything that goes into Orbit, must first have a CQ open by the project that requires it, and that CQ to have been approved for "check in".
After that, another CQ needs to be open (by an Orbit committer) to "add to Orbit" (its a special option in that "third party" section of Portal) ... is marked in special ways, and is typically a quick approval, since the "hard part" has presumably already done "for the project".  While not strictly required, (though probably should be) a bug should be open in Orbit component, under "bundles" simply stating "add such and such version this or that to Orbit" ... just to have a record or it, with targeted milestone, where it can be discussed, if needed.

We have got the approval to use Olingo for our project Ogee.

Well, you need to be an Orbit committer first, and then you should be able
to add .... or, did you mean something more?

Assuming it is just a matter of not being an Orbit committer yet, if you
volunteer to put the bundle into Orbit and "maintain" it  (not to fix the
Olingo code itself, but if something is wrong with OSGi MANIFEST.MF, or
something ... then you can be nominated, and become a committer.

[If the questions "we can't add with CVS because Eclipse Foundation
doesn't support CVS any longer" well, Orbit as a temporary exception to
the rule.]

So, let us know if you want to become a committer, and please state which
other projects you are a committer on.
